Vanuatu’s “special advisor” on Blockchain blacklisted twice by World Bank

Shiv Shankaran Nair, also known as Shiv Nair, apparently appointed a consultant with the Vanuatu Government is blacklisted by the World Bank.

Mr. Shiv Shankaran Nair has been blacklisted and debarred permanently by the World since the year 2000 and is also sanctioned under the Bank’s fraud and corruption policy stopping him from being awarded any contracts financed by the World Bank.

At the Delta Summit last month, a private meeting was organized between Vanuatu Foreign Minister, and the Maltese Prime Minister together with Parliamentary Secretary Silvio Schembri.

The foreign minister Of Vanuatu, Ralph Regenvanu of Vanuatu later posed with his emissary Shiv Nair, now acting as Vanuatu’s “special advisor” with a particular focus on the Commonwealth and, more recently, cryptocurrency and blockchain.

Mr. Nair tweeted his presence at the Delta Summit with Vanuatu’s foreign minister, saying “Malta Vanuatu to lead Commonwealth of Blockchain Islands”.

Shiv Nair boasts on his LinkedIn page that he is, in association with Malta, initiating the Commonwealth Blockchain Group.

Back in the year 2000 Mr. Nair tried to use a different name to evade the blacklist but was unsuccessful.

Since 2013, Shiv Nair is believed to have worked in various roles with the Government of Vanuatu.

The appointment of Shaiv Nair with the Vanuatu Government is not clear and it is unknown to how much Vanuatu is paying Mr. Nair.
